The U.S. Federal Trade Commission (FTC) is investigating Arm Holdings for potential antitrust violations regarding its semiconductor licensing. Regulators are probing whether Arm is illegally monopolizing the chip market by withholding CPU blueprints or reducing access quality for licensees.

The investigation centers on concerns that Arm is prioritizing its own internal chip development over its licensing partners. The FTC notified Arm of the probe in early 2026 and requested the preservation of all relevant documents.

Arm faces similar regulatory scrutiny in Europe and South Korea. These international investigations were reportedly prompted by formal complaints from Qualcomm.
