Coinbase (COIN) shares rose after the U.S. Treasury Department released proposed stablecoin rules under the GENIUS Act. The proposed regulations are open for public comment for 60 days. They define requirements for issuing and offering stablecoins to U.S. customers. Starting January 18, 2027, it will be unlawful to issue a payment stablecoin in the U.S. without a proper federal or state license.
