The European Commission is conducting preliminary antitrust scrutiny of Oracle’s software licensing practices. Regulators are currently gathering information from third parties regarding potential anticompetitive conduct. The Commission confirmed it is monitoring the sector but has not yet launched a formal investigation.
This inquiry follows a similar case involving German software firm SAP. SAP settled with regulators in July 2026 by offering concessions to simplify provider switching. That settlement allowed the company to avoid substantial financial penalties.
Regulators will use the collected feedback to determine whether to build a formal case or drop the matter. No evidence of wrongdoing has been established at this stage.
