Economy Minister Luis Caputo granted Pampa Energía a regulatory exception under the Regime of Incentive for Large Investments (RIGI). The decision supports the Fértil Pampa SAU urea and ammonia project in Bahía Blanca. This specific investment totals US$2.693 billion.
The waiver allows construction firm Sacde to serve as a local supplier despite being part of Marcelo Mindlin’s corporate group. Pampa Energía successfully argued that Sacde is the only local entity capable of meeting the project's technical requirements.
This ruling sets a precedent for large conglomerates to utilize internal holdings under the RIGI framework. Local industry chambers criticized the move, noting the 20% local supplier requirement is already minimal for projects receiving significant tax and customs benefits.
