Titan Mining Corporation’s subsidiary, Empire State Mines, will establish graphite purification facilities on two U.S. military bases. This public-private partnership creates the first commercial graphite processing plants on defense installations. The initiative addresses the nation’s 100% reliance on foreign imports for this critical mineral.

Facilities will be located at Pine Bluff Arsenal in Arkansas and Anniston Army Depot in Alabama. An Enhanced Use Lease grants Titan access to these sites for up to 50 years. Titan Mining will fund all design, financing, construction, and operational costs.

This project follows a March 2025 executive order to develop domestic mineral processing on defense sites. Construction is scheduled to begin in the second half of 2027.
